Job Overview

The Project Manager (PM) oversees the day-to-day aspects of assigned projects and maintains overall responsibility of them, including scope, schedule, cost, technical requirements, and quality performance. The project team supports the PM for the project assigned but do not report directly to the PM organizationally. Project teams consist of multiple personnel throughout the broader NSS organization. The PM follows the project from start to finish. The PM falls within the Project Management Office (PMO) organization within the ESD. The PM reports directly to the project management lead under the supervision of the PMO Manager, Engineering Manager, and Director of Engineering.

Responsibilities

Essential Job Duties:

  • Maintain overall responsibility for a project.
  • Responsible for Task Order (TO) formulation.
  • Lead Scope of Work (SOW) development, defining scope to a level of detail on which to base the estimate, project schedule, and baseline budget.
  • Lead Project Management Plan (PMP) development, if required.
  • Ensure an adequate communication plan is developed and adhered to.
  • Ensure all project associated plans are prepared and adequate (Safety, Quality, Environmental).
  • Lead baseline basis of estimate, technical narrative, resource loaded schedule, and priced proposal through initial project formulation to baseline award.
  • Monthly schedule updates, input to Latest Revised Estimate (LRE), accruals, forecasts.
  • Change management program to include variance analysis & explanations, change notifications, change order and variance logs, and communicate need for project baseline adjustments.
  • Weekly Maximo updates for status, technical % complete, and issues & concerns for projects.
  • Submit monthly contract deliverables and present in recurring program review meetings with clients.
  • Participate in project estimate challenge.
  • Perform pre-solicitation and post award activities.
  • Review and approve subcontractor proposed schedules.
  • Ensure subcontractor reports and schedules contain the appropriate detail and frequency to status progress.
  • Ensure adequate quality inspection and test plans are included in work packages.
  • Identify initial project team and ensure assignments are communicated.
  • Ensure proper project communication occurs within the project team throughout the project lifecycle.
  • Determine project meetings required and ensure they are occurring (daily, weekly, monthly) and are adequately attended and facilitated.
  • Lead project kickoff meeting and ensure all required project meetings are occurring and properly attended.
  • Interface with customers and stakeholders to ensure communication of project status and resolution of issues.
  • Monitor and report project performance against the project plan and take corrective action where/when required.
  • Ensure all required reporting is occurring.
  • Manages purchase requests.
  • Ensure receipt inspections are occurring.
  • Coordinate with engineering on detailed design review and finalization.
  • Provide decisions on procurement issues.
  • Ensure contracting strategy is being executed according to plan and schedule.
  • Manage change control requests in a timely manner.
  • Ensure construction readiness.
  • Oversee performance of construction, startup, and testing activities.
  • Participate in construction kickoff meeting with the entire project team.
  • Coordinate with the Construction Manager and job site management.
  • Track project deliverables throughout project lifecycle.
  • Perform risk assessment, risk management, risk registry, and risk contingency planning.
  • Ensure approved contractor redline drawings are sent to engineering for approval and as-built.
  • Oversee and ensure the performance of close-out activities.
  • Ensure any required environmental and regulatory procedures and submittals are complete.
  • Pull together project Lessons Learned.
  • Ensure project is formally closed (technical, operations, financial).
  • Assure adherence to project management standards.

Job Requirements

Mandatory:

  • Bachelor’s degree in field such as engineering, construction, technology, business, or project management, or equivalent combination of education and experience.
  • A minimum of 1 year experience managing successful engineering procurement construction (EPC) projects.
  • Must be a U.S. Citizen in order to obtain required NASA badge.
  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire.
  • Must be able to communicate effectively in the English language, both verbal and written. 
  • Must have, and maintain, a valid driver’s license.
  • Must be able to pass a background check and drug screen test.
  • Ability to lead a team.
  • Demonstrated ability to work in a team environment.
  • Good communication, organizational, and planning skills.
  • Ability to read and understand blueprints and related engineering documentation (specifications, standards, drawings).
  • Ability to pay close attention to detail.
  • Ability to work independently but follow specific detailed instructions.
  • Ability to interface with various levels of personnel in a multi-cultural, team- oriented environment.
  • Proficient in the use of standard MS Office (Word, Excel, PowerPoint, Teams) and use of various office equipment.
  • Familiarity with design, construction, and engineering terminology is preferred.
  • Demonstrated ability to use resourcefulness in researching various documents and databases is required, as well as gathering various types of information or other resources.

Physical Requirements:

  • Must be able to lift up to 50 pounds at a time.
  • Walk up to six hours per day.
  • Walk up/downstairs frequently.
  • Stand up to six hours per day.
  • Climb ladders and scaffolding.
  • Wear PPE gear when required (steel toe shoes, safety glasses, hard hat, gloves).
  • Tolerate extreme cold/heat for when required.
